{"id":597,"date":"2024-08-27T08:58:15","date_gmt":"2024-08-27T08:58:15","guid":{"rendered":"https:\/\/www.clrc.gov.pg\/?page_id=597"},"modified":"2024-10-01T21:40:29","modified_gmt":"2024-10-01T21:40:29","slug":"divisions","status":"publish","type":"page","link":"https:\/\/www.clrc.gov.pg\/index.php\/divisions\/","title":{"rendered":"DIVISIONS"},"content":{"rendered":"<div class=\"wpb-content-wrapper\"><p>[vc_row][vc_column css_animation=&#8221;bottom-to-top&#8221;][vc_custom_heading text=&#8221;OUR DIVISIONS&#8221; font_container=&#8221;tag:h1|font_size:36px|text_align:center&#8221; css=&#8221;&#8221;][\/vc_column][\/vc_row][vc_row css_animation=&#8221;bottom-to-top&#8221;][vc_column][vc_custom_heading text=&#8221;Executive Services&#8221; css_animation=&#8221;bottom-to-top&#8221; css=&#8221;&#8221;][\/vc_column][\/vc_row][vc_row css_animation=&#8221;bottom-to-top&#8221;][vc_column css_animation=&#8221;bottom-to-top&#8221;][vc_column_text css=&#8221;&#8221;]<\/p>\n<h4 style=\"text-align: justify;\">The Executive Services refers to the Office of the Secretary which is solely responsible for ensuring:<strong>\u00a0<\/strong><\/h4>\n<ul>\n<li>\n<h4>the overall efficient and effective delivery of government matters relating to law reform according to the commission\u2019s Vision and Mission Statement and the CLRC Act;<\/h4>\n<\/li>\n<li>\n<h4>the Monitoring and Evaluation of the Commission\u2019s performance on all planned programs and activities for the Commission;<\/h4>\n<\/li>\n<li>\n<h4>the effective management and administration of the Commission; (iv) providing advice to the Minister for Justice and the Commissioners on any matters relating to law reform; and<\/h4>\n<\/li>\n<li>\n<h4>the effective and efficient public relations both internally and externally;<\/h4>\n<\/li>\n<\/ul>\n<h4>while the Office of the Deputy Secretary Corporate Services is responsible for all divisions within the Corporate Wing<\/h4>\n<p>[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column][vc_custom_heading text=&#8221;Legislative Services Wing&#8221; css=&#8221;&#8221;][\/vc_column][\/vc_row][vc_row css_animation=&#8221;bottom-to-top&#8221;][vc_column][vc_column_text css=&#8221;&#8221;]<\/p>\n<h4 style=\"text-align: justify;\">Office of the Deputy Secretary, Legislative Services Wing is responsible for a total of four (4) <a name=\"_Toc155169790\"><\/a>divisions housed under this the Legislative Reform Wing. Each division is headed by a director<\/h4>\n<h4 style=\"text-align: justify;\"><\/h4>\n<ul style=\"text-align: justify;\">\n<li>\n<h4><strong>Constitutional Law (CL)<\/strong><strong> Division <\/strong><\/h4>\n<\/li>\n<\/ul>\n<h4 style=\"text-align: justify;\">The Constitutional Law Division is responsible for the review of the Constitution and the Organic Laws and on such other matters of a constitutional nature as directed by the Government or upon request from Government Departments or Institutions. The division advises the Commission through the Secretary on all Constitutional Law reform matters. The division also provides advice to the Government Departments or institutions or body concerned with proposals for the constitutional reforms or amendments, including providing draft laws for the proposed amendment as required. This division also manages and monitors Supreme Court References under Section 19 of the Constitution.<\/h4>\n<h4 style=\"text-align: justify;\"><\/h4>\n<ul style=\"text-align: justify;\">\n<li>\n<h4><strong>Advisory and Drafts (AD) Division <\/strong><\/h4>\n<\/li>\n<\/ul>\n<h4 style=\"text-align: justify;\">The Advisory and Drafts Division is responsible for providing advice to any Government Department or provincial institutions, authorities, organizations, instrumentalities or bodies concerned with proposals for the reform or amendment of a law and provide draft laws on proposed amendment as required.<\/h4>\n<h4 style=\"text-align: justify;\"><\/h4>\n<ul style=\"text-align: justify;\">\n<li>\n<h4><strong>Underlying Law and Colonial Law (ULCL) Division <\/strong><\/h4>\n<\/li>\n<\/ul>\n<h4 style=\"text-align: justify;\">The Underlying Law and Colonial Law Division is responsible for two important functions of the Commission. Firstly, the research and monitoring of the development of the Underlying Law (UL) of PNG. This responsibility covers the conduct of mini seminars, bi-annual UL conferences, recording and documentation of custom, research and monitoring of judicial development of the UL. And secondly, the review and reform of all the pre-Independence laws of PNG to suit the changing circumstances of PNG. This responsibility is done through research and review of pre-Independence laws in consultation with the administering agencies and institutions of those laws.<strong>\u00a0<\/strong><\/h4>\n<ul style=\"text-align: justify;\">\n<li>\n<h4><strong>Research, Monitoring, and Policy (RMS) Division <\/strong><\/h4>\n<\/li>\n<\/ul>\n<h4 style=\"text-align: justify;\">The Research Monitoring and Policy Division is the amalgamation of the former two divisions \u2013 Research Division and Policy and Planning Division \u2013 under the recent CLRC restructure. RMP is responsible for all research, both in direct relation to running Constitutional Directives and Terms of References, or to conduct research on social, economic, policy and legal issues affecting the country, region and the world. Comprised of both professional lawyers and social science researchers, the Division is responsible for the conduct of research and the monitoring of development issues and trends and provide timely advise to the Commissioners through the Secretary on those issues and the laws that need to be reviewed in order to address those issues.<\/h4>\n<h4 style=\"text-align: justify;\"><\/h4>\n<h4 style=\"text-align: justify;\">With the incorporation of policy and planning aspect, the RMP is also responsible for all policy matters both within CLRC as well as in relation to CLRC\u2019s involvement with stakeholder partners on policy matters. Moreover, the division develops and implements and manages CLRC\u2019s strategic planning and reporting framework, and facilitates the effective and efficient management of the Corporate Affairs and Government Relations business area through the Law and Justice Sector to support the core business of the Commission. Further, the division also has the responsibility to develop internal policies in support of CLRC\u2019s administrative work.<\/h4>\n<p>[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column][vc_custom_heading text=&#8221;Corporate Services Wing&#8221; css=&#8221;&#8221;][\/vc_column][\/vc_row][vc_row css_animation=&#8221;bottom-to-top&#8221;][vc_column][vc_column_text css=&#8221;&#8221;]<\/p>\n<h4 style=\"text-align: justify;\">Office of the Deputy Secretary, Corporate Services Wing is responsible for total divisions. Each division is headed by an Executive Managers.<\/h4>\n<h4><\/h4>\n<ul>\n<li>\n<h4><strong>Human Resource Management and Management Information Service (HRMMIS) Division <\/strong><\/h4>\n<\/li>\n<\/ul>\n<h4>The HRMMIS division is responsible for planning, developing, and administering remunerations, training and staff development. The division also ensures the efficient and effective use of the organization\u2019s human resources and information technology in support of the Commission\u2019s functions and management\u2019s decision-making. HRMMIS is also responsible for liaising with the Department of Personnel Management, training providers, and the Public Services Commission (PSC) in regards to the Commission\u2019s staff concerns. <a name=\"_Toc155169795\"><\/a><\/h4>\n<h4><\/h4>\n<ul>\n<li>\n<h4><strong>Finance and Administration (FA)<\/strong><strong> Division <\/strong><\/h4>\n<\/li>\n<\/ul>\n<h4>The FA division is responsible for all financial matters of the Commission.\u00a0 In particular, the division controls expenditure against the budget, through financial planning. The division is tasked to make budgetary submission to National Government yearly for funding support to operationalize the core business of the Commission. The division works closely with the Department of Treasury, Department of Finance and Department of National Planning and Monitoring regarding budget submissions and reporting. The Division also performs administrative functions such as quality assurance check and management of assets, stationery and other logistic support to assist other Divisions implement planned programs and activities.<\/h4>\n<p>[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column css_animation=&#8221;bottom-to-top&#8221;][vc_custom_heading text=&#8221;MANAGEMENT STRUCTURE&#8221;
