The Secretariat to the Commission consists of the Senior Management Team and the staff of the Commission, headed by the Secretary as head of the organization, who is also the Chief Executive Officer.<\/h4>\n

The Senior Management Team (SMT), comprises of the Secretary, Deputy Secretary -Legislative Reform Wing, Deputy Secretary-Corporate Services Wing, and Directors and Executive Mangers as heads of the divisions. The SMT, led by the Secretary, makes the executives decision for the day-to-day administration, and management of organizations operations and functions.<\/h4>\n

Dr. Mange Matui<\/strong>\u00a0is currently the Secretary of the Constitutional and Law Reform Commission (CLRC). Dr. Matui graduated from the University of Papua New Guinea with Bachelor of Laws with honours, graduated with a Master of Laws in Corporate and Commercial Law from the University of London, and obtained Doctor of Philosophy in Law (PhD), specializing in corporate governance, from the University of Waikato, New Zealand.\u00a0 After graduating from the University of Papua New Guinea, and admission to bar after the training at Papua New Guinea Legal Training Institute, Dr. Matui spent the last twenty years practicing law with various law firms, and teaching law at the University of Papua New Guinea.<\/h4>\n

Before taking up the post as the Secretary of the CLRC, Dr. Matui was a Professor of Law, and served as the Executive Dean of the School of Law, and also served as the Pro Vice Chancellor of the University of Papua New Guinea before his appointment as the Secretary to the CLRC.\u00a0 Dr. Matui also served as Director on several boards of corporations, including the CLRC as the Commissioner.<\/h4>\n

Mrs. Dorothy Mimiko Kesenga<\/strong>\u00a0has twenty-one (21) years of professional experience in the public service. She started her career as a Legal Officer in 2003 with the Department of Justice & Attorney General after she was admitted to the bar from the Legal Training Institute in 2002. She left to join the Constitutional And Law Reform Commission (CLRC) in 2009 as a Senior Legal Officer and thereafter, served in various management positions, including Director, Constitutional Law division, until her appointment in 2018 as the Deputy Secretary. She briefly held the position of Acting Secretary in 2019. Her substantive is Deputy Secretary, Legislative Reform. Mrs. Kesenga has a Law Degree (LLB) from the University of PNG and a Masters in Law (Specializing in International Law) from the Australian National University (ANU), Australia.<\/h4>\n

Mr. Xavier Winnia<\/strong>, completed his Bachelor of Art from UPNG in 2010. He then completed his postgraduate study in 2012 and graduated with a Bachelor of Arts (Hons) in 2014. Prior to joining CLRC in 2015, he worked as a research consultant on the review of the government\u2019s decentralisation policy from between 2013 and 2014. He joined CLRC in 2015 as senior research officer and later to Acting Director Legal, Research and Library Services Division in June 2019.<\/h4>\n
