The Secretary to the CLRC is appointed pursuant to Section 17 of the Constitutional and Law Reform Commission Act by the Head of State acting on the advice of the National Executive Council. The Secretary is the Executive Officer of the Commission and the Executive Head of the Secretariat. Dr Lawrence Kalinoe has been appointed on 28th December 2006 for a period of four years.

The staff of the Commission are appointed under the normal Public Service recruitment processes and procedures managed by the Department of Personnel Management. They are officers or employees of the Public Service. As and when the
 

need arises, Section 21 (2) of the Constitutional and Law Reform Commission Act 2004 allows for the Commission to appoint other persons on contract for the purposes of the Commission.

New Organisational Structure

 

The Office has undergone a major staff restructure in its bid to recruit more lawyers and research staff to effectively undertake the functions of the office. The new structure was approved on the 02nd of August 2007.

It abolished the Deputy Secretary (Legal) position and created position of Directors (Constitutional and Drafts and Advisory) with legal officers under those Directors. It retained the Deputy Secretary Policy’s position to head the Administration Division of the institution. All officers have now been placed under the new positions on an acting basis until new appointments are made.

The first advertisement for positions of two Lawyers and Human Resource Manager and Finance Manager were advertised in December, 2007. New lawyers have been recruited and the two Manager positions are still awaiting Department of Personnel Management approval.

To date the office has now five lawyers headed by the Secretary Dr Lawrence Kalinoe.  The new lawyers are Mr Ken Zilong, senior Legal Officer, Ms Raka Raula, Legal Officer and Ms Josephine Advent acting Legal Officer and Mr Tau Kamuta (Director Legal Drafting. All remaining and other lawyers’ positions including those Research positions will be advertised in March 2008.
